This is based on a new List Building Style I am giving a try base on a local List Building Etiquette we came up for our local meta for Balance, at it seems to work. We make sure we have at least one unit [two for Troops] from each FOC Slot until we have filled all of them. I am adding 1 Scoring unit for each 500 points. Now with our local Meta I only really worry about AV14 from Ork Battle Wagons so I have not had to worry about taking Melta.

The basic plan is to put Azrael, the Librarian [for the Presences] with the Devastators in some Bolstered Cover [Thanks Techmarine] somewhere in the middle of the board looking over everything. They will supported by the Dreadnaught, in cover if I can.
The three Tactical Squads will be placed to support the Devastators or to go after Objectives depending on the mission.
The Techmarine and the Terminators will be used to take an objective; hopefully the PFG will help them.

I am still experimenting with the Deathwing Terminators and the Dark Talon these are the two I would really not like to change.
I would rather replace entire units rather than Wargear on most everything, but the Librarian and the Techmarine.

I don't think you're taking enough terminators and bikes to justify Azrael. If you're going to go gunline, have you thought about the fortress of redemption? It's rule #1 as s*&^, especially for DA. I haven't used it yet myself, been thinking about acquiring one, but I think for you it's worth consideration. So I'd drop Azrael and a few bits and bobs to get the FoR.

Actualy I was taking Azreal for the baility to chhose my Warlord Trait.

215 points is too much to pay just to pick your warlord trait; we don't have any game-breaking ones. Even if you don't go the FoR route, if you just invest less points in your HQ I think you'll have more room for toys.

I really don’t like most of the other Warlord Traits, at least for this kind of set up, besides I also sort of need “The Courage of the Lion” more times than not. I have one opponent who likes to pod in the Doom of Malan’tai. This gives me that little bit of a hedge vs. it before I can kill it off. Also the I am looking for the 3+/4++ Devastators.

Assuming I make that change, that do I replace him with and then still have 4 Scoring units?

I dont think 4 plasma cannons is good for devastators. It puts you almost in range of any unit you will be hunting with those things, and things like colossi or medusae will get rid of them in a flash. I would drop that squad and the lightning claws and add in some IG allies. I know you said you would rather not change wargear, but that's just my opinion on how to make this a better list, I apologize

I am just starting to get into Allies, but I was not thinking of them for this list.

As far as the Plasma Cannons, none of my current opponents run Guard so I am safe from pie. I also have no other Devastators available to me.

Oh alright. In that case run the devastators cautiously. Against choppy armies, park them in a ruin or your fortress of redemtion and wait for the enemy to get close then blast them. Do you have other sergeant models?

Plasma is not an issue with me; I have been using Plasma for a decade.
As far as the Lighting Claws they are part of the DYI Fluff of the Chapter, The Imperial Tigers. I used to run them with a Power Fist, but then 6th happened.

I like both lists. I do think a few changes would strengthen both though.

Lose 1 tactcal for 1 RW squad w MM attack bike. This allows you to precisely drop in your DW.

The other suggestion is to split your DW. 1 10 man is awesome but 2 give you greater flexibility.

I am interested in your experience with the dark talon. It looks nice but an easy kill. Other than the $$ cost, I think I would rather have 3+ speeders with HB dual or single.

The only real problem I have been having with the Dark Talon is that I keep rolling 1s when I roll for reserves. So by the time it shows up the game has already been decided. Otherwise it has performed… ok

What armies do you usually play against, because that affects the list too. If you play solely against orks I would drop the plasma, if you play solely against Tyranids you should pick up flamers, that kind of stuff.
