I was watching a game during our league night and witnessed a unit of eldar wraith guards immobilize an ork looted wagon in The Assault phase. The following player turn, the orks charged the wraith guard.

The Eldar player said he couldn't overwatch because immobilized vehicles are locked on combat. When questioned he insisted and said another guy, whom I didn't know, told him so.

I looked over the BRB and fans and didn't see anything other than models in base contact with a vehicle could shot and assault as normal. I could not find an exception to this for immobilized vehicles.

So could the eldar player overwatch in this instance or am I missing this immobilized vehicle special rule?

Non-Walker vehicles are never locked in combat ('Assault Results', page 76).

I believe the Eldar player was confused by the 'Successive Turns' section on the same page. It states that units in base contact with a vehicle during its Assault phase may attack it again. The same section also reiterates that Enemy models that are in base contact with a vehicle are NOT locked in combat.

Edit: To answer the question directly, yes, the Wraithguard could fire Overwatch as they would not be locked in combat.

Actually read it again...
You cannot be licked in combat by anything without a WS!
So while my GRIBBLY licky land raiders are out, gaunts are ok.
