I have a squad of chaos terminators that have a chaos land raider dedicated transport. Can I deepstrike the terminators and deploy the landraider normally or would I have to hold the land raider in reserves as well?

There is no requirement to hold the transport in reserve with the squad.

Yes you can do that. The Terminators do not have to start inside the Land Raider and when they don't, you can reserve the terminators and deploy the landraider.

Is this true for all dedicated transports? I have under the impression that the unit that you bought the transport had to deploy in it.

Not in 5th or 6th and I can't remember the older rules.

You can choose to deploy embarked or not, but only the unit that bought the transport can be embarked in it at the start of the game.

For as long as there have been dedicated transports, the general rules have never required the owning unit to deploy inside the transport.

Tyranid Spods required the unit to deploy in them in 5th (no idea if that still applies) and for at least one codex Space Marines with Drop Pods had to use them. But it's never been a general rule for all transports.
