So I have been playing since 3rd edition and I also play WHFB and it seems that no matter how long I play this game for I can never remember the order of how things go before the actual game begins. Can someone list the order of how things go before turn 1? I've posted below to what I currently think it is, if I am missing something or if it is wrong let me know.

I, personally, have not really liked the fact you set up terrain after you work out which side of the board you are going to be on.

This makes it far to easy to select terrain types that greatly benefit your side or to place terrain in such a way it does bad things, such as blocking line of sight for enemy fortifications, to your opponent. While terrain should play a part in the outcome of a battle, it shouldn't be able to win the battle outright. Something as simple as plopping an impassable mountain on their half of the map and denying them access to half their deployment zone should not be allowed. Sure it isn't encouraged, this is a 'friendly game' after all, but there is nothing in the rules preventing someone from being a real big 'that **** guy' when it comes to terrain.

This can be highlighted very well by the placement of gun encampments. These nasty bits of 'terrain debris' can allowing an army access to any weapon in any codex, regardless of what army is actually being played. Given that it costs you nothing to put down terrain, unlike a fortification based gun encampments, "those **** guys" can use it to create all sorts of gimmicks they shouldn't have access to. Such as plopping down a deathstrike missile launcher, manticore launchers or other long range LOS ignoring artillery pieces.

Even if it is destroyed, a lot of resources and time is dedicated on doing that and not fighting the actual threat the enemy army poses.

This is why you find a lot of players wanting to roll off after setting up terrain. It is also why a lot of people want to deploy fortifications after other terrain pieces, in order to prevent los being blocked unfairly. I have no problem with either of these two things, as it ensures people create a fair battlefield as opposed to one filled with broken terrain based gimmicks. A 50/50 chance of the bad sportsmanship filled gimmick blowing up in ones face usually is enough to prevent it from being used all that often.

In fact, good rule of thumb: Talk to your opponent about terrain before the game starts and simply outright ban all debris!

There are two types of Terrain set up. "Narrative Terain" and "Alternating Terrain".
It's only Alternating Terrain where it's placed after choosing sides. Just try and convince your opponent to use Narrative Terrain set up instead.

What grendel083 said. Most players are more than happy to try to make a cool looking board layout. Then you roll to figure out the mission type and sides and so on.

You tend to get more natural setups then anyways. The Alternating Method lends itself to abuse too much.

Plus with narrative, you are placing fortifications down after terrain so there is no chance of your army building a fortification with ruins on all 4 sides, as close as possible.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
