This was a curious question that came to mind as I read over the 2013 Kill Team PDF from Games Workshop.
I'm allowed to pick from my unit(s) 1 Leader and 3 Specialists, the later of which are able to take one Special Rule from the list given each. My Leader on the other hand is allowed the possibility to gain multiple Special Rules along with other bonuses depending on a combination of luck and the number of kills he made following every battle's conclusion.
So my question is, at start before any battles have resolved, is my Leader allowed to have a single starting Special Rule like my Specialists? And if so can/do I have make one of my Specialists my Leader?
The answer seems straight forward, but becomes rather confusing the more I think about.
Thoughts and opinions guys and gals?

Your leader can be a specialist. Otherwise he does not get any special skills.

I believe there is a section highlighting this fact, when talking about how many victory points such a leader would be worth?

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures. |

Yes they do, the concept of smaller engagements with (in my case) a rough knit band of misfits as apposed to huge companies and platoons of soldiers with full armor support and even blasted titans tearing ass into each other, is very appealing. Often times in real war its the actions of a few soldiers deep behind enemy lines that decide the fate of conflicts instead of commanders and general who take all the credit (usually from the comfort of their arm chair...  ). For me also there's a lot of creative choice in making the most out of the 200 point limit imposed by kill team missions, trying to get the most bank for your space bucks but not leaving yourself vulnerable to any common  moves.

Agreed, that 200 point limit is the core of it. It really cements in the choice between highly equipped and trained elite warriors or taking a larger number of more general troops. Even the skill of individual people, which is often lost when you are focused on large squads, comes into play. They are not just there to bubble wrapping more valuable things, but need to focus on getting into offensive position and flanking maneuvers. Not to mention a good number of rules seem to work better when you focus on each model as individuals, blast templates for example. I have only done one game so far and I lost it bad, I went far to specialized and I don't think I even got one kill before my three crisis suits where wiped out. It was a learning experience and only made me want to do even more of them. A good kroot carnivore squad would have been far more effective to put into the field as not only can they put enough numbers out not to be wiped out by my bad luck, but they have enough varied units in and of themselves that would work well in such small scope games. Still wouldn't mind seeing an imperial guard kill squad, really embodies the idea of cheap men you can throw at the enemy,
