Someone claims that if:
You have a model that is toughness 5
It is in a group of models that is toughness 4
The group is hit by a strength 8 weapon
If it wounds the model that is toughness 5, because its in a group that is majorly toughness 4, it counts as toughness 4 against that wound and will be instant killed.
And
I claim bikes can move 12 inches, unless they turbo boost then they move 24 because 12+12 = 24
He says only jet bikes can move 24 inches, and bikes can only move 12.
It reads wonky in the rulebook, but from what I can tell jet bikes can move 12, and turboboost 24 for a total of 36. Bikes can move 12, and turboboost for 12 for a total of 36.
I do see where hes coming from in both arguments, which is why I'm asking a second opinion here.
I ALMOST FORGOT
Can flash gitz or lootaz take a trukk as a dedicated transport?

Completely wrong. You use majority toughness to determine what number you need to roll to wound, but instant death (like saves/ FNP/etc) applies separately to each model.
And
You're both completely confused.
Bikes and jetbikes both move up to 12" in the movement phase.
As a separate action in the shooting phase both bikes and jetbikes can turbo boost instead of shooting (along with other penalties). Normal bikes that do this move up to 12" (for a total of up to 24" that turn), jetbikes move up to 24" (for a total of up to 36" that turn).

Thanks for the clarification on the first one, is there a place in the BRB it says that?
Also what you said is what I thought on the bikes. But reread it, its written a little weird.

It says this due to the wording of the Instant Death rule. You can find the page for Instant Death in the Index.

Direct your friend to page 16, Instant Death. The instant death rules highlight that you are using an individual models profile for determining if it instant gibs from a double strength weapon. Because it is telling you to use the models toughness, it is irrelevant what the 'unit wide toughness' score actually is. Remember, the method for calculating units average toughness does not change the value for each individual models toughness. As for the bike situation, page 45 holds the answer. It informs you what limitations to take into consideration as well as the distances allowed for each type of bike. As you can see, there is nothing in that section of the rule that even mentions what the model did during the movement phase effecting their ability to turbo-boost. Therefore you are able to move the full 12 inches permitted under the movement section and still turbo-boost during the shooting phase, an additional X number of inches depending what type of bike you are using.

Does their codex entry say they can?

No. It was just a curious little question. I wasn't entirely sure what dedicated transport meant.

They are transportation that certain units can purchase as an upgrade, depending on the entry in their individual army listing having it as an option of course. They do not need to be used by that unit, and are in fact they are a unit in and of themselves, but the only way to purchase them is as an upgrade. Just keep in mind that only the unit which purchased it as an upgrade can actually start in it, so you would have to manually embark other units after deployment. Do be careful using them as they are a double edged sword. While it allows you to get a unit faster into a forward position they can easily be used to score first blood.

And Eldar/Dark Eldar Jetbikes can turbo boost 36", meaning they can move up to a total of 48" in one turn.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
