House rule: Phoenix Lords unlock their aspect as troops.

Asurmen and Illic are already associated with troop choices. So why not the rest of the Phoenix Lords?

Jain Zar unlocks Howling Banshees.
Karandras makes Striking Scorpions scoring.
Fuegan lets Fire Dragons really set the board ablaze.
Baharroth does the same for Swooping Hawks.
Maugan Ra opens Dark Reavers.

It would be a heavy "tax" to pay, but the added bonus would be the resulting diversity in Eldar army composition.

What do you think?

Even if it costs a tax of 200 points to get them?

I would LOVE scoring units of swooping hawks.

Also, i'd propose that it does not make them "troops" scoring units yes, but not as a troops selection.

If it's balanced, then you either prevent people from taking Phoenix Lords unless they like the PL's Aspect a whole lot or else you under-cost the PL.

It's not a 200 point tax. There are reasons you might want to take the PL's beyond unlocking their Aspect as Troops.

The Spiritseer works because you probably do want Wraithguard in every list in which a Spiritseer appears.

I don't really understand why people would expect this. Nothing I've seen in the fluff seems to suggest the likes of Fuegan leading a Fire Dragon army?
