Inquisitor was a 54mm miniature game GW came out with around 10 years ago. It's like a miniature and role playing game hybrid. it was part of Fanatic and then Specialist Games until GW completely removed all support for it.
Another option for 40k is Aetherverse. It has a troop builiding system. You can find info in this thread:

Balance in pick up games? Two people, each with their own goals for the game, design half a board game on their own without knowing the layout of the board and hope it all works out. Good luck with that. The faster you can find like minded individuals who want the same things from the game as you, the better. |

This... this looks very interesting. It was a very good call to put those Predator models on the front page
Edit; Also loving the Aetherverse stuff. Screw factions, I'd take troop construction any day. Definitely gonna take a look at all the other options here

It's also quite rules heavy. I read through it and it seemed unplayable, but some folks really enjoy the granularity of the system. Also, the depth to which you can develop a character is impressive. Lastly, the rulebook itself is gorgeous. I picked up a used copy last year, just to have the pretty pictures.
If you like the setting, but not the rules, check out the "Inquisimunda" rules in my earlier post that put the Inquisitor setting and factions with the rules from Necromunda.
