Where do I see where I can take them cause in the toolbox I can.

You are 'allowed' to take Scarface+Cordelia according to that program because you selected the Ariadna army list and then selected "Load Mercs". In a tournament setting, you're not allowed to take Mercs like that.
Scarface+Cordelia can only legitimately be taken as part of the Qapu Khalqi sectorial of Haqqislam where they're a selectable choice.

Not entirely true. In a friendly game, if you inform your opponent, he usually shouldn't have too many problems with you fielding a merc, even a TAG. The OP shouldn't be scared away if he likes a certain Merc model.
As said by Absolutionis, however, In official ITS scenarios, you cannot use Mercs.

The main problem is people tend to use ITS restrictions for every game.
Mercs are a part if the game, and are intended to be used in friendly games with opponents permission.

The "tournament, always" mindset that crept into gaming circles is an abomination unto gaming.
By default, Mercs are legal and legit for any army to use, in non-ITS games (which are only a tournament where you will get ITS ranking points. If it is a tournament that ISN'T ITS, then this might well NOT hold water).

According to "Narrative play" and "fluff reasoning" Scarface and the Durze shock troops cannot be part of any force that contains a Highlander model. This restriction is purely fluff based. Basically in the Ariadna Commercial Conflict those guys were total A-holes to the Highlanders (Indiscriminate killing etc)
Other than in ITS tournaments/scenarios etc there is no restriction to what Merc you can take with which force. You can even do a Merc Company and take a Jotum  been tempted to do this because I love the model.
Having said that I also read some where that you cannot take Yuan Yuan with Yu Jing, not sure if this is a real restriction or a fluff based one.

Not just to the Highlanders...but the Highlanders are really good at holding grudges.
Other than in ITS tournaments/scenarios etc there is no restriction to what Merc you can take with which force. You can even do a Merc Company and take a Jotum  been tempted to do this because I love the model.
The "Merc Company" is a really bad idea though. It is unfocused and can lead to frustration as you try to fit everything you like in there at a reduced AVA.
If you just want to do a 'Merc' force I highly suggest the QK sectorial for Haqqislam at this point in time.

Both.
Yuan-Yuan are basically scummy pirates who wander the space lanes. They can only not be fielded with Tohaa, Combined Army, and Yu Jing.

Some of us who were around in the 80s remember the Druze Militias from those days in the middle - and it was generally a bad thing to be around them.
It wasn't just shiite v sunni back then, it was druze v all of them, too. "Palestine", Israel, Gaza, etc were all unpleasant places to be.
The Yuan-Yuan restriction sounds like fluff, not rules - unlike the kempetai one - for example - which includes the caveat IN the army list entry.

The Yuan Yuan restriction for Yu Jing is in their army list entry in the rulebook, just like the Kempetai restriction.

I've never used them - I don't think I've even read the profile entry - I know I've never read their fluff text.
It's another one of those "dislike sculpt", have no alternate models to use, so I won't use them, kinda things.
Hasn't stopped me with Druze or KTS, though (they look good compared to the yuans.
Haven't really found any AD trooper that I've liked enough to want to use as a yuan so far.

I've never had a problem bringing a merc to the game at my FLGS. As you've said, "the tournament always" approach is not a good thing for the community, and we should try to promote a different approach.
