What do you think about this army list?

Two heldrakes is always a good start. Overall it is not as assaulty as the CSM codex can be but and at the same time with the expensive plague marines and obliterators it is also not as shooty as it could be. The lord on a bike is kinda wasted, he needs some bikes or spawn to roll with to make him nice and assaulty or he is just a T6 model for the S7 heavy weapons (autocannon, deffguns and equivalent) to target.

A nice list overall. Definitely agree with Jasper though, having the lord all on his lonesome is a bit of a waste and also makes him a nice target in the early rounds.
Depending on who you are playing and what your regular opponents are like I find 2 Heldrakes in friendly play is a bit overkill but that's just my opinion. Removing a Heldrake will certainly remove some killiness from your army.
I've never understood taking 7 havoks to be honest. A squad of 5 can take 4 heavy weapons and to me taking the extra 2 is a waste of points.
A nice and tough army overall though.

Is it required that you have 2 troops? I think it is...

Right now, I only see 1 "troop" choice, the cultists.

The plague marines are considered elites, not troops - unless you take Typhus as your HQ.

I echo the comments about the biker lord being all alone, and the twin heldrakes as a bit on the cheesy side for friendly games.

Plague Marines become troopa also with a Chaos Lord with MoN in your primary detachment

I taking 2 extra havocs for allocating wounds on them first. My lord is fast moving platform for Burning Brand of Skalathrax and I need him for plague marines in troops. Most of time of game I try hide him outside enemy line of sight. And for me is working well. Last turn I can linebreaker or denial some objective

Well, I can see at least 3 places where you can find some points to save:

1. Remove one obliterator from the three oblits squad. You are spending 520 pts on the Heavy support section on a 1500 pts army... you do not need that much heavy weaponry!!!
2. Remove two havocs from the 7 men squad. Yes, I know you want some ablative wounds, but they way too much expensive. An ablative wound has a meaning if the model at least is able to do something.. as an example a model without an extra cc in a CSM assault unit... but here you are paying a lot of points for doing.. nothing
3. The cultist squad. 10 are not enough. They could all be killed in just one turn withouth excessive effort, if needed. Either take 20 of them or don't take them at all
