I have a lot of power swords in my army and a citadel spray gun. Could I use the citadel spray gun to produce swords like miniwargamingjs or buy painted? If not what airbrush would you recommend under 40$?

Unfortunately for you, that airbrush is only good for one thing: basecoating (and it's not all that great at that). External-mix airbrushes are typically vastly inferior to internal-mix airbrushes. You'd be hard-pressed to find a decent airbrush that will produce quality results for under $100. Do yourself a favor and save up for a nice Badger or Iawata rather than a cheap brush. You will be thankful for that later.

The Citadel spray gun is appropriate for anything that you'd use a can of spray paint for... so no, you can't use it to produce nicely airbrused minis.

A decent airbrush setup is going to cost significantly more than just the brush itself, but if you want something that will just get the job done then you should be able to get the basics for close to that. Here's what I'd do for the (IMO) bare minimum acceptable setup (assuming you have a Hobby Lobby near you - as this takes multiple trips):

1. Go to Hobby Lobby's online site and get their weekly coupon (normally 40% off any 1 item - goes to 50% off at Thanksgiving and Christmas) - you'll need a different one of these for every item
2. Use the Coupon to buy the Iwata Neo CN - retail: $60.00 - with coupon: $30-36.00
3. Air Hose - about $7.00 with coupon
4. Canned air - $3-4.00 with coupon
5. Regulator - $5-6.00 with coupon

Options after that would be to get a moisture trap as well as a better source of propellant - large air tank or compressor.
