I'm going to a local tourney, and want to use the DKOK list from FW, and Catachan models as proxies (with all the right wargear) for Kriegsmen
Question 1- Can I use Catachan models with DKOK rules?
Question 2- Will most non GW local tourneys allow FW?

"Local tournaments" depends entirely on where you live. Some areas will allow forgeworld for hundreds of miles in every direction, some won't.
And I'd let you try out the two DKoK lists with Cadian models if only to get a feel for them before committing to buying either steel legion or DKoK models.
Although if you told me your Cadians are a Cadian Siege or Assault regiment in your fluff for them I'd be completely fine.

There is no rule saying you must use DKoK models, so yes you can.
Question 2- Will most non GW local tourneys allow FW?
Largely depends on geography, most west coast tournaments allow FW but not FW lists, most UK events don't allow any FW, east coast US is in between. Ask the TO ahead of time if possible.

They're far off the mark, visually, and people may be confused. Rules-wise, there already seems to be precedent for Forgeworld lists so you're good. I'd ask the TOs ahead of time and make it absolutely clear, since people may be confused.

It doesn't matter as long as the models have fully WYSIWYG equipment, just like it doesn't matter if you paint your C:SM Ultramarines blue or BA red.
