This is my shot at Orks being competitive as I can get them:
Warboss - Warbike, Power Klaw, Attack Squig, Cybork Body
15 Lootas
10 Lootas
10 Burnas (1 Mek)
20 Grots
6 Biker Nobz: (All Cybork Bodies)
Painboy
Power Klaw
Power Klaw/Kombi Skorcha
Waaagh! Banner
Big Choppa/Kombi Skorcha
Bosslole
Dakkajet (Fighta Ace, Extra Soopa Shoota)
Dakkajet (Fighta Ace, Extra Soopa Shoota)
15 Stormboyz, Zagstruk
Looted Wagon - Skorcha, Grot Riggers

THis list will have trouble since the only way to win with those two troop choices is to table your opponent. Me I would dump the burna boyz and looted wagon (I assume they will go in it) That front armor of 11 means they are dead meat. In its place you can add two boyz mobs to take up some of the slack and keep up with the bikers. Next with out the Burnas you can divide up those two squads of lootas into three so you can target three units. Your numbers are going to be an issue in every game. Good luck.

If I drop the burnas and turn the Lootas into 3 squads of 8 I can bring a 30-man Boyz squad with a PK Nob. Would I be better off with two squads of fifteen?

Boyz should not be fielded in units of less than 20 unless your going for minimum cost 10 man units to use up your troops choices

PKs need to be applied en-mass or not on characters (ie, from a Nob/MAN unit), solo PK will just get challenged and are a waste of points.

This is not that competitive of a list imo. burans, looted wagon, stormboyz all pretty weak. Look into Battlewagons or more of a greentide shooty orks with big guns. lootas, shoota boyz and your choice of fill/

Burnas WITH a Looted Wagon are kickass. Regardless, I already was going to drop them for 30 boys.
I don't know if Battlewagons are a good idea. In order to shave the points for 2 of them and a KFF I've robbed myself of anything to take out a tank line and any way I had of killing something far away. Stormboys with Zagstruk are an insurance policy in case I face a gunline.

I'm not sure how competitive you mean when you say competitive. If you mean put up a good fight at your local store, then sure almost anything can be made competitive if you play well, but if you mean tournament contending competitive then no they are not competitive units. I love both those units, especially stormboyz, they are so much fun, so dont get me wrong I love to field them, but in a tough competitive tournament they wont do much, especially burnas in a looted wagon.
