I know they're almost exactly the same size as a 40k 25mm, so would they be legal to use in 40k with models on them?

Unless you are playing in a GW-sponsored Tourney (of which there are few to none) or in a FLGS that has an ultra-picky playgroup, I'm pretty sure that no one will give one single feth what you've based your models on, so long as the base fits the general dimensions of the default base.

Why would you use mantic bases? GW bases are easy enought to find.

Indeed.

Some people like the 90º edges and they are resonably priced. They are very good for mounting minature with historical style "mounds" and easy to magnetise.

I use GW bases on my mantic orcs and renedera bases on my GW goblins. Its a funny old world sometimes.
