Actually no. Those were a shrewd move because first zombies don't and will not exist, so no one will be freaked out unlike a public participation exercise for civil defence of a bioweapon attack or plague outbreak , which is what the CDC were actually testing. Second zombies are cool and fun so the public liked to get involved.

It is smart for every country to account for contingencies for a drop in relations with any other country they have contact with, as bad things can happen. Coups happen, demographic shifts happen, policy reversals happen, man made and natural disasters happen and other nations might harbour extremists that are closer to causing mischief than anyone else in that country are taking seriously.

If you predicted ten years ago a rise of Islamic extremism in Sweden you would be laughed away as a nut, Sweden is just about the most laid back peaceful civilised western country there is, or was. Now Swedens neighbours have to account for the possibility of serious unrest over their borders. This is why you need policy contingencies

It would appear that our opponents either know nothing of the rules of honorable warfare or simply choose to disregard them! Send the badger curs to hell! Fire the torpedo dachshunds!

Well it's only german if you spell it correctly, which you failed, so it must be french because noone can spell french correctly (not even the French)!

The original "story" would make a good Tom Clancy Novel, wouldn't it? Maybe the author read one, dreamed of it afterwards and then had this.. err brilliant idea for an article.
