Notes:
The general idea is that the bigger Noise Marine unit with the Sonic Blasters sits back behind the aegis or takes objectives close to my deployent zone and causes havoc at long range, while the two Noise Marine units move forward in the Rhinos to take objectives. The cultists pretty much fill up points, but also give me another scoring unit to hold in reserve. The lord is pretty much tailored to hurt MEQs, but has the power axe for AP2. The lord and marine units have melta bombs to stop them getting tarpitted. Heldrakes are self-explanatory, and the Obliterators provide fire support. I've taken them as individual units to maximise flexibility. I think I have most bases covered, but any advice would be appreciated.

The only thing I could think of is to maybe drop GoM and use the points to give your Lord a Power Fist instead of a Power Axe. That extra attack is sweet.

Another vote for dropping axe & GoM, taking fist. 2x specialist weapon is usually worth it, and this way if you have to drop your lord's sexy sexy initiative to deal with something tough you'll guarantee breaking its face.
What kind of combo you planning on running the NM champs with? I'd recommend melta, simply because they'll be able to get in range with their rhinos.
And are the oblits being placed in the back, moved upfield, or DSed in behind for maximum hilarity? From my experience I'd maybe recommend running two on the field, and DSing one of 'em to pop targets you need to, like using flamer on troops or melta on their ranged fire AV.
Love NM & sonic blasters, but with the fortification required to be entirely in your end if you're planning on camping it, I'd worry those NM won't get to shoot at anything all game unless you're playing Orks or 'Nids. What are your thoughts on swapping the bigger group of NM into a rhino, putting one of the smaller groups in the back and maybe trying to find points to fit a Blastmaster in with the little group on the ADL?
If you think about it, the IoE Noise Marines are effectively Plague Marines with better guns in exchange for the point of toughness. You want them to get in range of people, 'cause Salvo is useless if you don't have a target. I've played several games wherein my kitted-out Noise sat in my backfield and got off tops 1 or 2 rounds of shooting. Not worth the points if they aren't doing anything, may as well be a blob of cultists.
Of course, this is my opinion based on my experience; best taken with a grain of salt.

Some great points there. Yes, I would be going with combi-meltas for anti-tank/anti AP2 and general all-round usefulness. Hadn't thought exactly how to use the Obliterators but I like your suggestions. I also like the idea of turning the big NM unit from a backline squad to a midfield objective taker. The NM unit with the blastmaster sits back on any objectives in my zone (hence it has very few upgrades beyond the blastmaster), the big unit is now a general purpose midfield unit, and the smaller one with CCWs is an assault/anti-tank unit. I'm not sure on the combi-weapon for this one, I'm thinking maybe plasma as it won't be as assault-y as the other one. I'm also considering replacing it with a lightning claw in case they do have to assault a unit to take their objective.
I envision the blastmaster unit sitting back, while the big unit takes the objective in the middle of the table, digs in with IoE and generally causes a nuisance with sonic weapons, while the small CCW unit acts more aggressively. My only concern now is that the big unit is very expensive. How do you think this compares to the first list?

Where's he going to be going? I see he has a bike, but no biker or spawn friends to run with! I would recommend finding some points to give him some cool bros to hang out with. Or, if you'd rather not add a whole 'nother squad of bikes/spawn, you could drop the bike and have him run with one of your Noise Marine squads that are geared for close combat (this gives him a rhino to scoot around in as well as a bunch of friends to take bullets for him). Also, I'd try to find points for a Sigil of Corruption.

Hey this is my first post!
I would start by taking the lightning claw and power fist off and utilize the best thing about Chaos... daemon weapons.
Most people would say take the Black Mace, but I think the murder sword would be cool on your dude/dudette.
Think about it, you could sit back and shoot, while your enemy is desperately trying to avoid the bikes, which is really hard to do considering their speed.
And nowadays everyone has that one hammer unit with their HQ stuffed in it (think Farsight bomb, Bloodthirster, Vulkan, Lysander, Archon, etc. ).
Also I would put some more guys in those blastmaster squads, maybe try to make them two squads of ten with two blastmasters each (if you can do that?).
Because even if you are sitting behind 4++ cover, I still wouldn't be happy with 4 wounds between my enemy and a 35 point gun.
And something else that I would do is put the oblits in one squad of 3. I know you get more versatility with them in separate squads but considering the game modes (unless you only like playing a particular mission at your FLGS) an obliterator is easy cake for a First Blood, 3 seperate squads means 3 kill points, and if it means Big Guns Never Tire then that is also 3 points if they die, even though they are scoring. And I would deepstrike them for maximum use.
And then if you are short on scoring units I would trade the Aegis for cultists. Cultists are your friend.

Versatility vs potential to lose extra Victory Points.

Heck, I forgot about daemon weapons. I like to run my bike lord on a Steed of Slaanesh with a lightning claw and BBoS. That way, he and his buddies can outflank on bikes (with meltas) and shoot the crap out of something on the turn they come in at, then charge on the next turn. Heck, if there's a transport in melta range after out flanking, even better. Now, this may not be what you want to do with him, WHICH IS TOTALL COOL TOO, but maybe think about giving him the BBoS. (Quick thought, could he trade his bike's twin-linked bolter for a BBoS? Would it be worth it?)
I agree with the Oblits squadding up, too. You can even do a squad of 2 for your back field, and a deepstriker for harassment/distraction (an Obliterator in an enemy's backfield can be a huge thing. Like, "Oh hey, he deepstruck near that LRBT. Imma gonna multi-melta the crap out of it.")

I agree here, too. I'd beef up those blastmaster squads, probably combine them. And, since it's one blastmaster for every ten marines, you can throw 11 guys into the squad, 12 with the champ, grab 2 blastmasters and have a fluffy as heck noise marine unit. Or, even better, beef up the other squads with more bodies, give the Noise Champions Doom Sirens, melta bombs and lightning claws, put them in Rhinos and move them up with the Lord and bikes. Because really, all you have going up-field is a squad of bikes and a heldrake, which isn't going to last very long.

So, here, we lose an Obliterator (you can seperate them and deepstrike them if you'd rather), gain some ablaitive wounds for your Lord and meltas in the bike squad, lose a couple of blastmasters, but gain mobility (even if it's only for a turn) and target saturation to hopefully take some fire off of the bikes. You keep the mid-to-long range fire support from the sonic weapon squad, though, which is huge, and the champ can man the quad-gun on the defense line. You also get another AP3 flamer in the army, which is rarely a bad thing.
