This was one of those "dude...why do I have to keep getting rule verification you should know you army" kinda games...I didn't even ask for verification on these because we were gonna be there all night.
Turn 2 he deepstrikes some wizard orc behind my lines. Im running 2 hq's, he casts a spell that turns my chaos lord on a juggernaut into a squig...im thinking ok whatever. Charge in typhus and 6 terminators. Even though he is now in cc he goes to cast it again saying he can cast it in cc. But then he fails and says its a curse and he can cast it again since its a curse.
Effectively turning typhus into a squig as well.
then uses some other orc with power claws he says go at initiative 4 to whipe out all my terminators.
Something is just way off here.

Old Zogwort is the "wizard Ork".
If he failed the curse, he can't cast it again. Old Zoggy is only mastery level 1.
The power Klaw Ork would be Zagstruk. And yes he can attack at his initiative.

I didnt think you could deepstrike Old Zogwart with stormboyz though.
I do know that Old Z can teleport if it is rolled on his psyker chart though.
Did the wizard ork deepstrike with the PK unit or was he on the board, rolled a power and then placed behind your lines?

He can choose to use the Curse OR roll on the chart.
He can't DeepStrike in with a unit of StormBoyz, because he doesn't have DeepStrike himself.

When its a curse he cant cast it the turn he deepstrikes nor can he charge. He cant cast the same spell twice a turn also hes mastery level1. As a last he doesnt have deepstrike so cant deepstrike ... additionally you have a DTW roll against all targeted psychic powers.

to be more precise the only ork that can strike at I4 with a power klaw is zhadsnark da ripper. (from IA8)
Zagstruk, is I3 and only has a "klaw" when he assaults.
no other orks can strike at higher than I1 with a Klaw.
Was the other ork on a warbike? Zhadsnark
looks like a storm boy? Zagstruk
if not odds are he did it wrong.

As above.
He is a ML1 psyker, so can only cast once per turn. He cannot deepstrike in with StormBoyz (the rocket pack guys) as he does not have Deepstrike as a special rule.

Dont play him again until he reads and learns his rules. Also doublecheck everything he does from now on if you play him.
Everyone makes mistakes but he seems to just ignore rules and do what he wants.

Things that went wrong
1. Old Zogwort cannot deep strike with stormboys
2. For the curse to work you both roll a d6. The curse only works if his d6 is higher than yours.
3. He should have his codex so you can look these things up. Never play someone if they dont have their codex with them.
4. He can only cast the psychic curse on his turn and cannot re-roll the psychic test.
5. The squig should still be under your control. Did he give you the stat line for the squig?

I don't consider stats to be as secretive as rules, for most models you can look them up on gw's site and they'll give you the stat line.

Ork psykers don't ask if they can cast, they MUST do a psytest every round. If succesful they roll on a table and hope for something useful. At this point Zogwort can instead use his unique power.
That said something was certainly wrong with the DS and Klaws.

Well Zagstruk, the stormboyz upgraded leader can deepstrike and assault on that same turn with his PK at I3, but in the process d3 of the stormboyz die.

BTW, Zagstruk and old rules would be I4. Furious Charge used to give +1 to init in 5th.
