So guys, ive been in this hobby for five years now, and need to pick a new army. I enjoy a mix of combat and shooting, but are fun to play and paint. Armies I dont want as I have played them are:
Orks
Dark Eldar
Blood Angels
Please help guys!

Eldar might be a nice option for you. They have some gorgeous models, and plenty of shooting and assault units. They also require a lot more thinking in the game because their units are a lot more specialist - definitely a veteran challenge!

Out of your list, I'd shoot for dark eldar. They are an incredible respectable army to play. 80% of the models look fantastic and their codex is just so well written that you'll sit their for hours just trying to decide what kind of list to run. Also helps that generally they aren't overplayed so depending on your meta you may be one of the only DE players.
Orks are also a fun choice but you really have to ask yourself if you can handle building that many models. If you have a love for conversions and building kits then they could be a great option though.

No way to Eldary., You should go Orks. They are fun to pain and very fun to play. Especially if you already have a bunch of armies. The ork playstyle will definitely add a more fun and almost goofy aspect to the game.
When your boyz blow up, it's funny. when I play with my BT, it doesnt seem as funny when they get shot down in a hail of fire.
EDIT: or Dark Eldar. they have some of the sleekest models in 40k.

Sorry I read the original post wrong and totally missed that those armies listed were ones you DIDN'T want.
I play a Tau farsight enclave list and love the constantly moving/shooting aspect of the army. It really does lack the assault aspect you are looking for though as the whole point is to get close but not enough to punch each other. It is worth checking out though if you are fond of the crisis suit models (I prefer to use all FW suits personally).
Another option to is to consider CSMs. They are a nice balance between assault and shooting. Ignore berserkers and thousand sons (they aren't very good currently). Noise marines and my favourite - plaguemarines are great at providing some good fire power, but also have decent combat capabilities (plaguemarines more so). Then again you can always run regular CSMs as they are cheap and effective.
The internet will tell you CSM need to run helldrakes and nurgle bikers, but this isn't the case. My list does perfectly fine with a solid plaguemarine base that primarily shoots and opportunistically assaults - supported by a mix of havocs/obliterators.

If you want a pleasant combo of assaulting and shooting I'd lean away from Tau, Necrons, and Daemons. Tau are known for usually sitting back and just shooting you from afar. That being said, if you are willing to sacrifice the assault notion you can opt for the battlesuit farsight enclave army that lets you bring multiple jet pack units of battlesuits built to kill the enemy in close range shooting. Whilst not exactly assaulting, it is a rather mobile list that lets you hop around and really get right up against your enemy and rip them apart with close ranged guns. Daemons are an odd army that requires you to get used to randomness and make it a weapon and it heavily is built towards CC with very little dakka. That being said it has many psykers that can imploy many shots at S5 and even S6 from mind bullets! Necrons are much more shooty with the rare creature like Wraiths to finish foes off.
I must ask what you tend to enjoy painting? Do you like painting Marines? Or do you care not for painting marines but might be up for it if you can customize the individual marines to be unique? IF so it seems like the SM codex is brewing to be the most diverse codex permitting you to play multiple different styles (3 UM styles, 1 Salamander Style, 2 Special rules for Black Templars, 1 RG, and then all the founding loyalist chapters besides BA, SW, and DA). In all of it your bound to fight some good shooters and likely a few good CC masters (not to mention your marines not being the worst thing ever in CC). If you really like the concept of a dakka leaning SM army that loves bikes and termies then DA might be a good option. Although leaning on ranged combat, they do have termies to do some cc with a DS that you get to pick when it happens before the game starts (so you think okay turn one deepstrike and BAM they are there!). SW are great as a counter-assault army. Build them to be shooty and then charge the enemy when needed. You get counter-assault USSR so that means your guys are great at countering assaults. Then you have CSM. Personally I'm suffering from a bit of jealousy at the coming SM codex but if you want an army that is built to be relatively equal among shooty and assault they are a great pick! I've always thought the SM codex has always been shooty and assault equal with a slight lean towards shooty whilst CSM have been relatively equal with a slight lean towards CC. Both are relatively forgiving although CSM is a bit more brutal as you don't get ATSKNF.

personaly i am a die hard ork fan, but if i ever were to play a 2nd army
id do CSM's with deamon allies or tyranids
you said you want a army that is both shooty and melee, that would be in my opinion,CSM's with a few big hiting allies (such as maybe a great unclean one)

Well, I haven't a clue. I played DE for a bit and wanted to paint each squad to a different chaos god (see the other post I made about this on dakkadakka) but All my friends play Chaos, I have some GK stuff already, Orks are fun but I have played so I Still don't know!

If you are going for Power - I would say Space Wolves this gives you access to all sort of nifty Space Marine stuff and Fist of the World Wolf, is basically over powerful.
If you are looking for painting and Can't pick Orks or Dark Eldar. I would say go non Bipedal and go with either Chaos Demons or Tyranids. You will spend months maybe years painting them but they are pretty fantastic models.
