I think necrons for med ranged anti tank and fliers, decent cc speed bump for armies which have over powered cc characters with mind shackle.
Tau could work too. And an enslaved guard army for long range anti tank, allowing the orks to do what they do best up close.

Tagged 'Other' just because I think it depends a great deal on the sort of list you're building. Fish'eads, Tin'eads, and 'Umies are the obvious favourites, but I can't really say there's one definitive "best" choice because the Orks can be run in a multitude of different fashions/the book is capable of putting out a slew of very different lists, so with that in mind, different Allies synergize well with different Ork archetypes.
Necrons, probably, are the best bet all-round-- they grant acces to large, durable scoring units, good flyers, good supporting fire, and hard/mobile combat units. They can be used both to reinforce and to support your orks in just about any role you like, whereas both Tau and Guard are much more limited in their potential dispositions. The Necron Codex can be used to enhance basically any sort of Ork list you can come up with.
Tau are my least favourite of the bunch because they are the least versatile addition to the Orks. Sure, Broadsides and Riptides do wonders to enhance your firepower, but Firewarriors and Kroot do nothing that native Ork units don't do better in some fashion, and Tau HQ and FA and Elites synergize much better with other Tau units than with any Ork list. All of these units can certainly help Orks, but other units in other books are probably more productive.
Guard are still able to do a lot of things Orks just don't have, and can also be used to turn an already reasonable ork shooty/horde list into a monster (especially with FW). A bevy of scoring units, durable flyers, long-range anti-tank, and powerful artillery make them a very nice compliment to certain kinds of Ork lists.

Yeah, actually, if FW is allowed, play Dreadmob as Primary with Codex Orks Allies, take 12 Grot Bomm Launchas and 3 Mekboy Junkas with 2 Grot Bomms each. 15 S8 AP3 Large Blast Barrage templates at 6ft. out on Turn 1 with re-rollable Scatter, for only 705pts! Fill out points with Shootas/Lootas/Aegis/ SAGs to taste, and profit.
Well, at least when it works it will put the old Leafblower to shame.
