At my local gaming club people have been telling me that jetbikes cannot go up stairs and must stay on ground level. Fluffwise I find this a little ridiculous.
Upon further inspection in the BRB where it talks about units moving through buildings it specifically mentions a case where jet/jump infantry and jetbikes move up stairs in a certain way. So I'm pretty convinced that nothing is stopping me from moving through buildings with extreme speed.
What's your call on this? Am I missing something? Or should I begin scolding people?

I'm assuming you are referring to ruins, not buildings. If so please point out to your group the bold sentence on page 98 of the rulebook under Moving Within Ruins.
If you are talking about buildings, only Infantry can go inside a building. Jump and Jetpack have specific permission to "embark" onto a battlement.

Jetbikes can get ontop of terrain aslong as the model physically fits there even if the terrain is IMPASSABLE. Buildings do jack all to stop jetbikes from getting ontop of there. they even ignore terrain when moving so they can move onto those stairs without losing movement to vertical heights. You just make dangerous terrain rolls when you move in there.

No, they must measure from base to base, so you take the diagonal (usually) distance (the hypotenuse)
Ignoring terrain you move over has NO RELATION to the rules for measuring.

I meant you don't have to roll to see how far you move into dangerous terrain as a jetbike because while your moving up the floors of the building your still not slowed by the terrain and can move your full distance.

Yeah, I do apologise. I didn't word my thoughts as well as I would have liked. I meant that if you move the three inches up to the next floor, you don't risk losing your movement by having to roll for how far you can move. Again my apologies, I should have been clearer in my wording.

Sweet, so your telling me that not only can I occupy ruins, but I can essentially fly on top of battlements by measuring the inches and ignoring the vertical terrain? Or is that taking it too far?

Why wouldn't you measure the vertical distance?
Also you say I can't occupy a building?
Occupying a building is done by those that can embark in said building (Which works in the same was as embarking in a transport vehicle).
Can a Jetbike embark on a transport vehicle?

I was under the impression that jetbikes could be mounted in a wave serpent, but were considered bulky. Example a mounted farseer accompanying a troop squad.
Ah, I'm so happy to hear about the movement. Thank you all. Is there a particular page that mentions the hypotenuse and such or is it just common sense from the basic raw?

I thought he was talking about the actual distance (I.E. the hypotenuse) Thats why I asked.

..I see no reason why you couldn't double up your mobility for some redundant reason.
As to independent characters however, they specifically are allowed to join squads in their transport.

Yes, ICs are given permission to join squads in transports. But that doesn't over-ride any other rule that might apply to the IC that would prevent it.
Only Infantry can embark into transports, unless the transport has a special rule that allows other unit types. If the IC isn't infantry, he can't climb aboard. Not as such. It's simply a side effect of how movement works. You measure from the model's base to the end point of the model's movement. If that movement is from the ground to the top of a ruin, then you would measure the actual distance travelled from the ground to that top of the ruin, because the rules don't tell us to only measure on the horizontal plane... they tell us to measure the model's movement.

You know. I wonder if anything forbids you from placing your jetbike ONTOP of a wave serpent. I mean is an allied vehicle defined as impassable terrain, anything else that clearly states you can't put a jetbike on top of it? and if it were allowed, would you just stay where you where if the serpent moved, or would you move with it.

No. A vehicle is not terrain.
