Can you cast Voice of Twillight through a vehicle and affect units outside of the vehicle? I am asking because it is a bubble effect and maybe could override the normal psychic targeting restrictions...

You need LOS for psychic powers, unless the power says otherwise.

The power says that it targets all friendly units within 12" do you have to have LOS to all to affect them?

Worth pointing out that is true for the new 6th ed powers - as per page 67 of the rulebook. When you look at the older powers, some of those simply say things like "affects all units" or "affects all friendly units" - those that don't really have a strict target as such - and it's those (unless otherwise FAQed) that can emanate out from a vehicle hull. The Blood Angel Shield power is a good example.

Of course, Voice of Twilight IS a new power, so this applies.

Another thing, does demonic possesion from the warp storm table affects a psyker inside a vehicle?

Which part, where it says "Unless otherwise stated, the Psyker must have line of sight to his target." Or is there a part that says that this only applies to 6th edition powers?

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Well, perhaps I worded my point wrongly. You do need line of sight to your target unless otherwise stated. However, some powers which have an area of effect don't really have a target, but come from the psyker themselves. Under the new power types these powers are said to target the psyker. The older ones don't state this but instead state that they effect units within a certain distance.

I mentioned Blood Angels' Shield as an example - vanilla Marines' Null Zone appears to be another. However, I get the feeling you're about to disagree with me.
