I felt that this belonged in discussion since I'm not actually posting a list but asking for one. ANYWAY.
My friend and I are going to start playing Warhammer fantasy shortly. We are both long time 40k Players, and I played fantasy a lot when I was younger. But having returned to the game we have decided to throw common sense to the wind and build the most extreme armies imaginable. So what I would like is for three 2000pt lists, One for Skaven, Lizardmen and Tomb Kings. They must be legal armies, but besides that they must be the most elite armies imaginable, every redundant upgrade, every overpriced hero, every useless artifact. The works. Throw competitive play out the window and build a list that is just FUN. I know I could just look through the Codex and do it myself, and I certainly intend to, but I want outside input from experienced players.

So...you want a bunch of weird stuff? Or an elite army? Or one that's just fun, and not necessarily competitive? Some combination of the three? I'm...not really sure what you're looking for. But I'll give it a shot for Skaven:

An army like Mordor's one but Elite? While Mordor is a horde army of Orcs with a few trolls?

Okay so the title was fairly terrible, but it did get your attention did it not?
And those lists are pretty much the kind of thing I am after yes, what would you do for an entertaining elite army is basically what we want.

illegal list, you need 3 units !
And a Skaven army is not Skaven if it doesn't have Rares 
I'd rather go with Throt, Skweel, a few rat darts and a huge Horde of Rat Ogres + 2 HPA at 2K+ points (with maybe Plague priests & BoneBreaker Lords for support/punch within the ROgres)

I've actually went up against a list similar to that. Old Bloood, Skink Chief BSB on Steg, then s'more Stegs and a Bastiladon or two. With the sun-cannon.
The core, though, was Skinks with Kroxigor, to keep as much of the monster-y feel as possible, I guess.

Honestly, you will struggle to get an elite list for Skaven. At least one that's halfway decent. You can go elite by Skaven standards, I guess...

Not if you run the Twin Towers list.. Or Skrolk in a million plague censer bearers. The last one isn't competitive. BUT IT IS FUN.
