Quick clarification:

Firing points can only be used to make shooting attacks.

The rulebook FAQ refers to area effect wargear being measured from the hull. But a runic weapon is neither an area effect wargear or a psychic power. It is not like a psychic hood either, since it doesn't require the power to target one of your units or relate to deny the witch.

I'm leaning toward no. Just because I think it is intended to be like a psychic hood, and they can only be used to protect the transport your in.

You can, actually. The Runic Weapon - as Kavish already pointed out - doesn't need a target or a line of sight. Therefore as you're measuring something from the embarked unit, you measure it from the hull. This is actually in the rulebook itself, never mind the FAQ - my memory is telling me it's page 71 or thereabouts, not that I can double-check that. It's under transport rules.

With regards to intent - DtW and the way that psychic hoods work were BIG changes to 6th. But Runic Weapons (apart from the FAQ making them a one-attempt-only thing) weren't changed at all. This works right now, but when the new Codex eventually rolls along I'd expect it to change.

For a Runic weapon to be used a psychic test must be passed by an enemy model within 24" of the wielder.

I don't see where them being in a transport would affect that 24" limitation.

Same old story, edition after edition, the transport rules are not fit for purpose.
As a general rule of thumb, expect things to work going out, but not coming in, despite the mechanisms being the same.

Just double checked it nos - you were closer than I was. It's page 78. And poignantly enough, the rule tells you when you need to measure a distance for the embarked unit, to do it from the hull...
..."except for its shooting".

I remember playing an apoc battle (ig+plague marines) with a lord commissar inside a gigantic plague tower ... so my leadership bubble extended from a footprint that was about 6"x12". Best part of 8" tall too!!!
