Pal of mine was bouncing ideas off me for the new UM Combat Doctrines. He wondered if a relentless devastator could fire at full BS while in a Rhino at cruising speed. I said, "combat speed yes, cruising no". My logic was that "counted as moving" would apply to combat speed, while "only snap-fire" or something like that was the wording on cruising and I didn't see even relentless removing that. Did I get that right, or is any movement not counted against a relentless model?

Relentless only overrides the restriction on firing Snap Shots if you moved. The restriction on passengers in a Cruising vehicle is a different restriction.

RAW, HappyJew is correct. Personally, I feel like RAI it should work, and if you play me we can play that way.  Unfortunately, I don't feel that the evidence towards my view is strong enough to try and cram that down my opponents' throats, nor enforce it at a tourney.

This has been a thorn in plenty of players' sides I'm sure...
My take on it is that cruising speeds states that passengers are counted as having moved... And Relentless says that if the model moves it can still fire normally.
So..seeing as the model was given the "has moved" condition by the cruising speed of said vehicle, Relentless should then trigger, and allow the passenger to shoot normally.
Anything fast than cruising speed and it doesn't come in to effect...because that speed has a specific rule for itself - it doesn't impart the "has moved" condition... It just says "only snap shots"..

Akula - cruising speed adds an additional prohibition that is not overridden by relentless.
Its like trying to assault having arrived from reserves in an assault vehicle - the assault vehicle removes one restriction, but not the other.
The raw is unarguable here.

Oops..yes. Typing while eating and I got combat and cruise speed mixed up. Happens on the highway sometimes too... I should probably get some help for that. You're correct. The cruising speed prohibition isn't over ridden by relentless. I got Cruise and Combat speeds reversed.
Speaking of things like this, do Drop Pods count as having moved when they come in? I assume they don't, but I haven't played Space Marines in a very long time... I just see plenty of drop pod Sterngaurd-Melta action in local games.
