So I had a game yesterday, and yes I will say the new eldar are over powered and gw was out of their minds with the codex but I have a question, maybe more.
So as I play guard I came up across an eldar list with tau allies. My opponent eldar hq/warlord was some dude on a bike that has rerolling saves. He also had some kind of psychic power that he can give to a model or a unit(i dont know) that allows them to reroll saves.
Now the question is can the psychic power for rerolling saves be casted on the tau, like during the game the tau detachment had a riptide so giving it a reroll on saves made it very powerful and damn near almost impossible to kill. So I figured I would ask this to verify if it could be, I dont have the eldars codex or know much about them but the combo was so cheesy I had to make sure it is true.

Most Eldar blessings no longer affect Eldar only. Since Eldar and Tau are BB Fortune (a blessing) can be cast on Tau.

Look at the allies section, this covers casting psychic powers on allies. (Look at the allied matrix, note the level of alliance between the two and reference that level in the appropriate rules.

I had just heard before that there were some eldar powers that could only be cast on eldar only units so I wasnt sure if that was still the case, but I will have to check the matrix later as I dont got my book on me but im certain that they can cast the power on tau, what power is that actually that allows the rerolls, fortune?

There were. Emphasis on Were. The Eldar powers in the last codex were typically "target Eldar unit". That is no longer the case in the new codex, they can be cast on anyone.
And yes, it's Fortune from the "Runes of Fate" table in the Eldar codex.

Fortune is the droid...er...power that you're looking for. It's pretty much THE power that eldar farseers hope to get when they roll on the Runes of Fate discipline (p105 eldar codex). The 6E version does state "a friendly unit," instead of eldar unit like some of the 5E psychic powers used to have. So, as a long as your opponent rolled for his powers and got a 5, then everything you described was correct (given that the unit fortune was cast on was within 24" of the farseer (the guy on the eldar jetbike).

I don't think there is a way for the farseer to have rerolling saves and be able to cast fortune at the same time. For that she has to cast fortune on herself and you can only have a psychic power once per psyker. And btw, target the farseer with a few krak missiles, and watch the psychic support be instant deathed off the table.

The "Dude on the Bike" is a Farseer with the Mantle of the Laughing God, which gives re-rolls to cover saves. Only cover saves mind, but given it also gives Shrouded and Stealth, and being on a bike gives him Jink, unless he's standing around like a putz (or you set him on fire) he's always going to have a re-rollable 2+ cover save to use.

The Jetbike Farseer has one big weakness - Ignores Cover. With enough shots (or higher AP ones) he'll fail enough other saves to die, and unless he's Fortuned himself he doesn't get to reroll those.
The fact that he *has* to run alone with the Mantle makes him a nice juicy target.
As for dealing with Fortuned units - while they get to reroll any failed saves, if you fire higher AP weapons and/or cover-ignoring weapons to suit, you can effectively eliminate the higher save - even better if you catch a unit out in the open. A 5+ reroll is much better for you than a 4+ reroll.
