In the BRB, it states that any model with a jet-pack may either "move normally, or activate it's jet-pack." I'm not sure what this actually means. Can the model make a 2D6" jet-pack move in the movement phase as well as the assault phase, can it only do one or the other, or is it restricted to a 6" move in the movement phase followed by 2D6" in the assault phase?

They can either move like units of their type (in most cases infantry) or activate they packs which allows them to use the skyborne rule.
Thrust move specificity states they can only do it in the assault phase.
Unlike jump infantry they are not limited to only using their pack once. Normally the only reason not to use the jet pack in the movement phase is if you are going into difficult terrain and do not want to take a dangerous terrain test. But that is tactics and for another forum.

There are a few different questions in there.
1) Move normally or activate the jet pack refers to it's movement phase. Move at jet pack speed with all of those benefits or your normal speed with it's own benefits.
2) Where in those rules does it allow for anything approaching 2d6" in the movement phase? You can move normally or as a jet unit in the movement phase and make the 2D6" in the assault phase. That's what it says fairly clearly.

So let me ask it a different way as I still don't understand what either of you are saying.
Am I limited to a max distance of 6" in the movement phase, regardless of HOW I move, or does activating the jetpack allow for greater distance?

You are limited to how far your unit type can move in the movement phase 6" for infantry, 12" for cavalry or you can activate the jetpack.
Where in the jetpack does it allow for greater movement? Hint, it doesn't. So you move as per basic movement plus all of the other stuff skyborne chucks in there.

As jet-pack infantry, even if I activate the jet-pack, I can't move more than 6".

That said, although it can only ever move as far as a unit of it's type (infantry 6", etc.) activating the jet pack allows you to move freely over intervening models and terrain by activating the jet pack in the movement phase I do believe.
So there is some bonus to activating it in the movement phase.
