Was thinking of starting (well completing) an Eldar Army, and was looking at adding some storm guardians. However, I have heard rumors that they are going to get written out of the rules? :/ Is there any hate towards them? I think they look cool.

I assume they are still in the Eldar codex (not familiar with the new one). ??

Outer Space, Apparently

They are still in the new codex, don't worry about them getting removed!

as for them being on the tabletop.... I think you need to realise that they are kind of a risky tactic. Everyone will agree that the disadvantages of Guardians is how fragile they are and the short range of their weapons. Storm Guardians get an even shorter range weapon (Shuriken Pistol) and get no extra buffs. Mind you they can have fusion guns . Overall, a risky strategy, but definitely something to consider if you don't have that many CC Aspect Warriors.

Fun you say! Oh, then haven't we got a treat for you!

Take a 20 man storm guardian squad lead by a warlock, then add in a spiritseer and Asurmen. Have fun as your fearless blob of angry space elves charge forward tanking wounds on Asurmen when he gets the re-roll ones warlord trait for a 2+ re-rollable which you could restore the wounds of if he fails and everyone has +1 strength.

The Runes Of Battle are simply amazing for buffing a unit like this, every single one is useful. Asurmen will have a 2+ re-rollable every other game and when he doesn't, tank wounds on him anyway and restore them! Or he could have a strength 6 power sword, and a lot of strength 4 guardians. This is a fun unit, not competitive in anyway, but my god would I want to see it an action!

totally with you - Eldar have risky written all over them anyway!

well, now you have said that, then definitely take them! ALEXisAWESOME suggested a pretty good way to use them - I'd go for that or mount 12 of them in a wave serpent with Shuriken Cannons
