Just a random idea I had: Would it be possible (aka doable without rewriting the whole rules system) to allow fortifications in other slots than just the fortification slot (thus removing the 1 per army limitation)?
Some examples of something similiar allready being done would be the static- forgeworld modells (artillerry, automated turrets).
Biggest problem I see, would be that there's no army specific fortifications, and some armies get a much larger mileage out of them than others (I'm looking at you Tau).
Advantage I see: It's another possible way to build an army. It allows for storm the fortress kind of games without need of a special ruleset.

You could just make the fortification slot 0-3 to have your cake and eat it too if you can pony up the points.
