I tried to google and use the search function here but the best I came up with were Tau painted as Halo Covenant. I want to convert stuff to look as close as possible to the covenant using GW models.
Here is what I came up with if anyone has any better suggestions let me know as I do not know the full range of models.

Halo unit=GW model
elite=FW MECHANICUM THALLAX COHORT
grunts=Lizardmen Skinks
hunters=3rd ed carnifex
jackals=kroot
brutes=ogryn
drones=vespid or gargoyles
prophet=Aun'Va, Master of the Undying Spirit
Vehicles would be tau or eldar

Just to avoid making another thread for now here are my ideas for what rules to use also. Thought of Tau but Eldar seemed to fit better. Just looking to use a pre-existing codex not a fandex.

Halo unit=eldar unit
elite=fire dragons/scorpions/harlequins depending on gear
grunts=guardians
hunters=wraithlord
jackals=rangers
brutes=wraithguard/blades
drones=warp spiders
prophet=farseer
arbiter=autuarch/phoenix lord (karandras?) or even avatar
scarab=wraithknight

To be honest I think Tau work better in terms of the variance in alien species however I'm not familiar Eldar rules so I could be wrong.

I'm guessing you're planning some rather heavy converting in order to accurately represent the Covenant?

For the sake of simplicity I'll lay out a similar list to yours as to what I think would be a good match.

Units:
Arbiter - Aun'Shi/Shadowsun
Prophet of Truth - Aun'va (With Council Honor Guard Elites as bodyguards)
Prophet - Etherial
Elite - Stealthsuit
Grunt - Firewarrior
Spec. ops Grunt - Pathfinder (?)
Jackal - Kroot (I'm not sure how you could represent the jackals with shields though)
Brute - Krootox (eupiped with bruteshot and appearing to lead a group of jackals such as in Halo 2 and 3)
Drones - Vespid
Hunter - Broadside

Vehicles:
Scarab - Riptide
Ghost - Piranha
Banshee - Razorshark Strike fighters
Wraith - Hammerhead Gunship

There is some wargear that will be difficult to represent since there isn't really a Covenant equivalent but that's where you get to be imaginative and a bit creative so as to come up with your own representation
Also there are some units (Pathfinders) that may potentially represent one or two different Covie units (grunts/jackles)

I hope this helps you out and isn't just making it harder to decide between Tau and Eldar

Good luck

Thanks for input. My Tau equivalent list was close. My best bet on rules may end up on eldar/tau allies or vice versa. I am not sure which will work better and the rules are not the biggest hurdle it will be the conversions.

I can always redo what is what for rules but the conversions take much more time so I want to try to find the best matches from the start so it is not so hard to get a good looking end product.

Was thinking that bloodletters may work better as elites. The size is better and they are much cheaper. Bulk them up with gs and add armor and a new head should work.

I love you're thinking, although i'm not at all a halo fan, so i probably couldn't be much help :/ But keep up the good work and i'd love to see some pics when they are done!

Thanks. I still have my orks to finish up for now then I plan on starting on this. I could give a blog a shot and see if that helps keep me motivated. Going to have to learn how to use greenstuff beyond gap filling.

Last try for input then I let this die and start something new once I get to work on this.

I think you're headed in the right direction. Bloodletters as a base for Elite conversion sounds doable
I think for the Hunters you're better off looking at scratch building them. Daunting, I know, but considering what Hunters are made of (Interlocking worms working together to move a suit of armour) you can find the armour pieces you need and assemble them over a Hunter-shaped cluster of greenstuff strips.

Hope that helps
Good Luck
