To keep this short, how broken would it be to just use Tyberos rule set in a Blood Angels army?

Very broken, since nothing in the rules say you can, and that's just choosing which rules you want to follow. Otherwise I can just take a "Super-Duper Axis of Evil" with Abaddon, Typhus, Ghazzy and an Avatar just because I want to.

Apocalyse still has some rules on what you can and can't use in your army, just because it's Apocalypse doesn't mean you can mix and match Codexes as you please.

I understand the basic idea of that. I'm wanting a more permanent solution. I like blood angels. I also like the idea of being able do some custom things. One of which being able to pretty much make my own chapter.

I'm wanting a custom chapter master for my personal fluff with the real chance of using him. Tyberos appealed to me as both a model and weapons. He's got a rule set, dante has a rule set, Gabriel Seth has a rule set. I'm wondering how bad Tyberos would be with blood angels, AND what I'd need to change to balance him.

The only thing you can really do is use a list from Imperial Armour and just paint them as Blood Angels. That way you'd get your Tyberos but you'd lose out on Death Company, Sanguinary Guard, etc.
Fact it, you really just can't say "I like this model so I'm going to include it in this Codex and this will be ok", you just have to deal with the fact that some characters aren't available in other books.

So I should just forget about home games with friends as I'll never play in a tournament? Am I mistaken that people do custom, home grown rules? Am I mistaken in asking for help from people that know infinitely more about 40k than myself?

This isn't for tournaments, probably not even for my local game shop. But even I know furious charge off the bat is a little op for blood angels. Do I like it? Hell yes I do, but I'm not going to be "that guy" with my friends. I want your opinion on something fair. And no, 190 points for his model, weapons, with nothing else, isn't fair.

Just to make sure I'm aware of his rules here...

He has Furious Charge and gives it to his unit right? He has some special claws that are pretty decent, but nothing broken, and he allows one all lightning claw terminator squad as a troop choice, correct? Oh, and tac squads can swap bolters for a ccw, and something about getting Rage after killing a unit, right?

So...really, its not like lightning claw terminators are in any way overpowered and are probably quite the opposite. Taking him in a codex that already allows assault marines as troops choices basically nullifies his ability to let tac squads become assault squads, and BA already have ready access to Furious Charge anyways.

I mean, he really does less in C:BA than he does C:SM. In a way, he's halfway between the two codices, and considering BA are pretty awful currently, it sounds totally reasonable to use this character (with your friends' permission) in C:BA.

So to Valkyrie, I understand the general area you're coming from (no mixing because of potentially bad combos, so on) but really, this character is almost wasted in a BA list. He really adds nothing at all that BA don't already do anyways.

Well, just for future reference, in this forum, always take a look at what is being proposed. That, and you know, every thing in this forum is technically casually only and has to be approved by your opponent/friends before seeing the table, so it should be a given.

The only thing we can do is provide a third party analysis of what would potentially be wrong with the proposed rule.

In this case, Tyberos is actually almost completely wasted as an HQ. He's really just designed to make C:SM into pseudo C:BA...so putting him in C:BA is really just redundant.

Only correction to rules is that he gives furious charge to everyone, whether his squad or not.
