So, a total 6th Ed noob here with a only 5th Ed as experience and no idea of the current metagame. That caveat aside, how does this look:

Stormseer (Rune Priest) joins one Bike Squad, while Khan joins another, lending his hilarious Runic weapon to the mix and Jaws, as well as a 2+ save. All four Bike squads Scout up and take pot shots at the enemy while the Grey Hunter squads drop in and take up position on objectives or whatnot. They are flexible enough to do whatever. The Long Fangs and Thunderfire deploy out into cover (ideally, a bolstered Ruin). The former takes out transports/light armor and low save hordes (Orks, 'Nids) with loads of small blasts, while the latter takes down light infantry with its silly barrage. The Stormtalons gun down enemy aircraft and light armor, in that order of importance.

The army has four highly mobile scoring units, two be-anywhere-on-turn-one units, and a reasonable amount of ranged firepower.

Honestly, always loved White Scars - so this would be a dream to do. How does it look though? Competitive? Semi-Competitive? Can it stand up to the metagame and what would make it stronger? Any ideas on weak spots that need fixing?

I'm not a competitive player but I like it. I've had space wolves for about twelve years now. Always liked them. And I was thinking bout pairing white scars with my puppies too as in the fluff the two chapters are good friends. Good luck

Well, to be more clear - they would be all painted as White Scars. The Rune Priest being a Stormseer and the other Wolves all being done in proper white and red colors.

Just seems like the Wolf allies would give me a better overall set of options than just straight Marines.

I like it. I had been playing something very similar before the new book came out. I used TL Las razors for my grey hunters and I take 2 priests at 2000. Everything used to have plasma but the grav weapons are pretty ballin. I like the list alot. It does really well against most any armies and the 2 priests on bikes are nightmares for tau. Eldar on the other hand were a tough match up. Good luck with it. The talons are a good addition. I use speeders and preds to support my mobile bikers but just purchased 2 storm talons to fill that role.

Good trades: 8!!

Wouldn't that be more confusing for your opponent. "I know they are painted like white scars but thay are actually space wolves". Why not make them accurate. I guess that's justs me.

Your bike squad's are insanely fragile.

Ideally when you're building bike squads, this come from years of experience with Scars, you want to build in a spare wound for every good gun.

5 man plus two special weapons - cheap, scoring, 3 wounds to get to the good guns.

6 man plus two special weapons, plus a combi-weapon - slightly more for slightly more. Without the 6th dude, you lose special weapons before you can get your use from them.

8 man plus attack bike - this is the only time I really consider putting attack bikes in the troops slot. An attack bike unit is a semi-durable way of delivering fast melta with four wounds required to knock out the threat.

-

Three talons? If that's your anti-air, swap two talons for a raven. Twin-linked mutli-melta in the air is a cockpunch to everything that isn't ... another stromraven.

-

7 man Grey Hunters? What's all that about? Go ten man, get the second special weapon for free.

I'd probably bulk up the size of but drop the number of bike squads at the cost of some special weapons. Use that to up the Grey Hunters to 10 man.

Out of interest if thats 4 bikes plus 1 attack bike I'm not sure if thats a legal troop choice

It is and always has been. The specification is for 5 models in the unit.

Its just not a very good idea because you have very few models to soak hits before you start losing special weapons.

Should be hard to differentiate with proper painting. The best part about White Scars is their endless options for red accents and fun details.

Plus, army lists help a lot. I like to keep them on me.

As for the fragility of the squads - they are. However, having that alpha strike option seems pretty nice with Scout and lots of firepower. I have really only two ablative wounds on the squad - one on the Attack Bike and one normal biker. Of course, two of those squads will have HQs attached, so that is a few extra wounds too. Just got to deploy/move properly to make the most of it.

I could mob up the two bike squads a bit, stretch out some points to the GH squads and add that second special weapon.

That I can see about in testing, though, eventually. Depends on what my metagame is like, which I am clueless about.

Any thoughts on that last list? The only issue I have is a fluff one - that being a Dev Squad in White Scars.

Other than that, any thoughts?
