Okay so I've got a Shooty Ultramarines 2000 point army that I'm in the process of making. I'm still somewhat new to the game and just picked up the new space marines codex. My army is following some fluff guidelines but I am willing to make a few changes for more a more effective army.
I was hoping you guys could help me with the loadouts for some of the units and any other help would be greatly appreciated.

Here it is.....

HQ Captain Cato Sicarius-185
HQ Chief Librarian Tigurius-165

Toops
9 Tactical Marines and Sergeant teleport homer - ?? (I was going to attach sicarius to this squad and give them infiltrate. And give them terminator back up with the teleport homer) help out with this loadout
9 Tactical Marines and Sergeant in Rhino - ??
9 Tactical Marines and Sergeant in Rhino – ??

Elites
Command Squad or Sternguard Veteran Squad in Land Raider (Not sure which one or what the loadout should be)-??
Dreadnaught in Drop Pod with Locator Beacon (I was thinking about a Venerable here)-??
5 Assault Terminators with Thunder Hammer and Storm Shield-225 (was gunna attach Tigurius to these guys and teleport them around)

Heavy Support
Thunderfire Cannon-100

I like your list so far but you don't seem to have any way to deal with flyers. Maybe drop the dreadnought & put one of your tacticals behind an ADL w/quadgun or take one of the new anti-air tanks?

Thanks and I will take that into consideration. What do you think my loadouts should be for the tac squads? I plan on infiltrating the first tac squad with Sicarius and the rest I plan on running with Rhinos

If you're not running Tacticals on a minimal level then I would almost certainly say that you need 3-4 Rhinos bare minimum. They die far too easy to only take two, and every time you lose one your plan, strategy and attempts to take those objectives crumbles.

Also, bolters suck. No seriously. If your core consists of nothing but bolters then you forget about calling it a shooty list. You absolutely should take a special and reccomended a combi weapon on every Sergeant, and only max out on squad size if A) you need/want backfield campers or B) your list is probably going to require objectives to solidly stand a chance. Heavy weapons are a waste if you're not combat squadding and leaving them as backfielders.


Elites
Command Squad or Sternguard Veteran Squad in Land Raider (Not sure which one or what the loadout should be)-??

I would recommend Grav Guns, Plasmas or flamers with combi's and full specials. I'm unsure about how to comment on whether to take Command Squads or Sternguards yet. The latter is more versatile for sure, but the former can end up a fair bit cheaper.

I would doubt the effectiveness of taking a Land Raider. If you absolutely feel compelled make it the Crusader or the Redeemer, probably the best being the former.


Dreadnaught in Drop Pod with Locator Beacon (I was thinking about a Venerable here)-??

I would take two of these, with heavy flamer and multi-melta. Nice and versatile, as well as deadly. Venerable is debatable but I would personally take it on at least one if you want it to remain a permanent thorn in their side.

Tri-Las Predators would be a good choice here for scrubbing wounds off MC's and killing tanks at long range.

Your AA is a bit low, I'd take a Storm Talon or two to compensate and/or a Storm Raven if you plan to use its transport capacity to any effect.

Also, you're lacking in the AT and Anti-MC department outside of the Hammernators right now. Plasma/Grav helps a lot with the latter which you can easily add to this list.

Okay. So for the AT and Anti-MC what do you think would be a good loud out for one or two of the tactical squads to take care of that area? Plasma Cannon and Plasma Guns?
