So I wanted to have a chapter master join a ravenwing command squad and a dark angels librian also on a bike.
So my question is
Does the whole unit have scouts + skilled rider?

Depends on the wording for Scouts and Skilled Rider. If they say that only one model needs it for the unit to benefit then the whole unit benefits.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Scout will work for the whole unit.
Skilled rider is per model.

Don't have my codex now (at work and on cell) but I don't believe that a DA CM can take a bike. Double check the war gear notes. He did not have the option last codex either TMK.

yes to both questions, if any model in a unit has the scout or skilled rider rule it confers to the whole unit
