5th Edition BA Codex, entry for Sanguinary Priests: Options are given for upgrades such as Terminator Armor, Jump Packs, etc. It also lists that Corbulo can be taken as one of the Sang Priests in that selection. However, his wargear is clearly spelled out with no options listed. Must he take only what's listed, or as one of the Priest choices (from the 1-3) can he take the optional equipment at cost, say +25 for a Jump Pack?
I've been more on the hobby side of things for years, and only recently got into the game part of 40K, so I am not super familiar with all the rules....

Brother Corbulo (like any named model) only comes with what he is listed as having.

Oh man...that sucks but good to know. I was planning on modding his model with Sanguinary JP parts and such, and then hope it'd be playable. I guess it's just for aesthetics now.....

That is a vague sentence, because some named characters actually have options and don't just come with what they have listed. Kor'Sarro Khan, has an option for a Special Bike, So does Sammel, Space Wolf Dreadnought Character has options as well.
But to answer the OP's question. Each named character will have their specific options listed (if they have any). Corbulo does not have the option that normal sanguinary priests have.

Corbulo in particular is a bit weird - special characters don't usually come as a sub-entry but have an entry of their own. So I can see where the confusion comes from. There are a few other examples (Lemartes, Lukas the Trickster and Telion off the top of my head) but they act the same way. They can't take the options from the main entry, only their own sub-entry.
Another reason for this is an effect you'll see in quite a few other army list entries - the name of the model's profile is very important. So for instance, "Corbulo" isn't a "Sanguinary Priest". Likewise, if you look at the Honour Guard entry, you have "Honour Guard", "Blood Champion" and "Sanguinary Novitiate". These are 3 separate types, and the entry lists special weapons that can only be taken by Honour Guard - if any model can take something, it'll be listed as "any model" or "the entire unit" (for instance, again with Honour Guard, jump packs).

All of "upgrade" characters in the SW and BA codex are the exact same as Corbulo so he's not that weird.
And by upgrade I mean you can include them as part of either a unit choice or FOC slot.
