Yes, it's just a regular AOE attack. Any damage from a regular AOE (besides a direct hit) is Blast Damage, unless a rule says otherwise.

Note that models are still "hit", so things like Continuous Fire on the Vanquishers cannon will still affect even dug in models, even though they don't take the blast damage.
