Ok so I know the quick response is no because they don't have the CT special rule.
My question is if it is a dedicated transport with a tactical squad embarked, does it then get the scout move?
I think the answer is still:
"No, thats why you take bikes"
But wanted to see what the consensus is.

Scout transfers to a unit's dedicated transport if it is in it.
That's how it gets to "scout redeploy"

Bikes do not benefit from the Scout rule granted by RG CT.
Read the third paragraph under Scout to answer your main question.

Maybe I am being dense, or missed it in my quick glance at the relevant rules, but bikes would benefit as they are no form of bulky.

Bikes are Very Bulky because the general-FAQ says so, that means they cannot gain Scout from the CT.

Add ‘Very Bulky’ to the list of special rules for Bikes and
