Yes. You do!  The rulebook explains the turn sequence in great detail. Its not hard to remember 3 phases. Alright Phase 2 has 2 sub-phases, but still.

It's pretty easy:
Turn 1: one person plays, then other plays
Turn 2: ditto
Repeat as necessary.
