In the character profile for Chaplains in the new Codex there is no option for Chaplains to take items from the melee weapons list. So am I right in thinking this prevents them from taking lightning claws, or am I missing something?

yes, he can't take one.

The Grey Knight Chaplain (in one of the novels) has a lightning claw. His name was Durendin.
