So, if you have a Tau unit affected by the Ulumeathi Plasma Siphon, can they benefit from markerlights in order to raise the BS of their shot?
One school of thought says yes, since the UPS makes the weapon fire at BS 1 and the Tau can raise the BS of snap shots. The other school of thought says that this is a specific exemption in the case of Snap Shots only (which the UPS does NOT explicitly make plasma weapons fire at) and does not allow the markerlights to circumvent the normal order of operations for modifiers, which would prevent them from upping the BS of models within range of a UPS.

UPS does not resolve the shots at BS1; it sets the model to BS1 when firing Plasma weapons.
Anything that would raise BS triggered after declaration of shooting with the plasma weapon still applies.
Example 1: The markerlight raise the BS immediately before Shooting(the action), as such you use the Multiple modifiers rules and Marker Light tokens do not apply(don't waste them).
Example 2: The SM signum gets used at the beginning of the Shooting phase, the UPS effects the model that is shooting a plasma weapon. The BS5 gets applied to the model well before the BS 1 gets applied.
Basically I cannot think of anything that gets around the Set BS 1.

Fliers
Basically it seems the precident they set is that marker lights occure after all other BS modifiers have applied.
Nothing written says that. But that's the way it seems they are treating marker lights.

In the case of multiple modifiers, set values are applied last, unless there is a specific exemption given to the normal order of operations.
In the case of UPS vs ML, there is no specific exemption given. Thus, the set value from UPS comes after anything done by the Laser Pointers.

No, the precedent is they get to override set modifiers when they are specifically allowed to do so.
Find specific permission to override the rules for multiple modifiers on page 2. Page and para.

The core rules still say Set Value Last, and Marker lights add; and in this case there is no exemption from the Set Value after addition/subtraction And Precedent only really applies when FAQs are involved. If an FAQ gives you and affirmation or a restriction from a specific interaction of rules, generally without explanation for why they say yes or no, that sets precedent for similar interactions. If you were to claim 1 specific rule sets precedent for another rule, then I can claim my terminators being infantry and having relentless means my Tac marine should have the rules for relentless too. This is because the terminator Armour "Sets precedent", and they are both infantry. It is the same kind of logical leap.
