Yep, that bandwagon. This iteration is aimed at 30k games, although in 40k games I imagine he'd be good too.

Unit Type: Infantry (Character)
Wargear: The Burning Blade, The Aquila's Talon, Armour Imperator
Special Rules: IC, Sire of the Primarchs, Master of Astartes, Total Psychic Mastery, Ancient Warlord, Unparalleled Thought

[The Burning Blade] See "Codex: Space Marines" but without the Incandescent rule.
[The Aquila's Talon] AP2 Lightning Claw that inflicts D3 wounds instead of 1.
[Armour Imperator] 2+ Armour save, 3+ Invulnerable save, Hood of Hellfire.

[Sire of the Primarchs] Confers Adamantium Will, Eternal Warrior, Fear, Fearless, Fleet, Independent Character.
[Master of the Astartes] Space Marines in the same detachment as the Emperor benefit from ATSKNF.
[Total Psychic Mastery] Can use up to five powers per turn; free to choose powers without rolling; all powers count as Warp Charge 1.
[Ancient Warlord] Can re-roll all failed to-hit, to-wound, and armour penetration rolls; the Emperor always makes Precision Shots and Precision Strikes.
[Unparalleled Thought] Psychic powers used by the Emperor are unaffected by Deny the Witch modifiers such as Adamantium Will, Psychic Hoods, etc.

I like the general direction you went, but I think it can be tweaked in a few small ways.

I like the psychic ML and general selection. I wouldn't say he's unaffected by perils, but that rolls of 12 (or is it 2?) simply mean he can't cast any more powers that turn to represent him being 'tired' or similar. He still has his failings afterall, he just won't take a wound from it.

I wouldn't give the Anathema rules at all. Its a focus I wouldn't give him, seeing as the whole chaos aspect of him was actually quite brief and not really a focus of his prowess. I would drop it and instead give him another tactical rule, like something Horus does. Granting ATSKNF is great for 30k armies, but he should have some sort of Tactical Genius like ability to represent his, well, tactical genius.

I'd also drop the re-rollable 3++ like third period french. If not for any other reason than how incredibly frustrating it would be for your opponent to do anything to him. A normal 3++ with IWND is still plenty durable and he wouldn't be going down to anything other than S: D weapons and other primarchs. Which is fine.

Finally, give him another army wide buff, in the order of table wide Ld10 while he lives or granting special bonuses within 12", or shelling out special abilities at the start of the game to D3 units.

That would make him a great force multiplier with awesome psychic powers that won't break the game too bad, he'll be plenty durable, and beaty in CC. Overall, pretty much a blend of all the Primarchs. Hell, you could even make the Burning Blade AP1 to give it a little more oomph against vehicles.

Horus without the chaos gods possessing his body would have a field day with this dude despite him being twice the points.
Give him his own unique powers, because normal psychic powers don't convey anything.
If you want to keep him the way he is maybe knock him down to 650 points, 800 at the most.

Still better than your piece of crap rules for the Emperor which in some ways isn't saying much. On the other hand I definitely appreciate the restraint of the OP and I think it's a more realistic Emperor.

Personally I think it would be cool if the Emperor knew all Psychic Powers from the GK book and then knew all Primaris powers in addition to everything else. I personally would give him the ability to auto pass LOS! Rolls and give him I8. I'd keep Imcandescent but make it so that he doesn't take the str4 hit.

Except only 20ish bugs would ever be able to attack him at any given time, maybe 30..

Then factor in the psychic powers he can use almost guaranteed for FnP and the ability to re-roll failed saves.

Lets say 60 attacks the bugs get, only half will hit, and another half will wound assuming poison was taken. That's 15 wounds. He saves 12-13, then gets his re-roll. Then he has FnP, followed by IWND.

So, no, not really.

Then I could imagine there being other units to lessen the number of attacks the Emperor would have to deal with in the first place.

It'd just become an endless circle of one-up-manship. This iteration would be fine at 750pts ish with the recommendations I outlined. Maybe a tweak to his psychic usage so he doesn't just spam the best ones every turn, like the re-roll failed saves.

Maybe the ability to roll on any table at the start of the game with re-rolls to help get the good ones.

So he can be turned into a spawn or herald by Daemons?
He's effected normally by shadows in the warp?
His armor can be popped by vindicares?
What's his DTW against non daemons?
Why does he just choose from GK? Why not all the Astartes? They all come from his manly seed.
Why did you just copy paste my stat line without the A7 that Angron has?
Why would Daemons feel fear when the primarch rule gives Emps terror.
There are some problems here. Nothing major (except the points cost, and whether or not it's apoc only.

In any case even if he did, it looks much improved over yours so there's that.

Better than my recent ones? No mine are right on the mark with the points cost in an Apoc setting.
If these aren't Apoc only, these are hideously underpowered and they're worded pretty poorly.

I will point out that he does specifically mention he can't be turned into a spawn in the OP.

And almost by default he would have a 4+ DtW, and the ability to re-roll failed tests with the hood.

He can still be turned into a Herald
Why would he only have a 4+ without the armor?
Why are his powers denied normally? So the Emperor rolls up in his pimpmobile filled with honeys and casts a power on some unlucky traitor guardsmen. The guardsmen says aint gonna happen. The guardsmen has any chance of denying it?

Okay, so add 'Herald' to the end of the sentence. Done.

A 4+ DtW is solid, he could easily make it 3+ in the rules.

And according to your rules, the very same guardsmen could also deny any one of your powers.

I like it, I think he is a few to many points for what you gave him, but I like that. Whenever I try to make rules, for them t be good rules, they have to be under powered and over priced. Then tone them down/up based on the comments.

I think you could price him at 750 and still make some buffs, for example how about Deny the Witch attempts against him suffer from a -1, and a 6+ means they cannot attempt at all. If he is 2 or more psyker mastery levels above the caster of a power directed at him, he gets a 3+ deny. Then give him a *Single* unique power, probably along the lines of anti daemon stuff. Like place a 7inch template on his head, and any unit from any chaos codex (Including Traitor Guard) under the template will take 2d6 strength 6 AP 3 hits, 3 warp charges.

I like how you made him a leader, not the warhound/lord titian that Primordial likes to compare EVERYTHING he makes with. Oh, and i'd agree that the armour can't be destroyed. Just my opinion.
