I noticed that most characters in the dark angel codex don't have the 'and they shall know no fear' special rule, is this correct, or do they have it and is it not mentioned because of obvious?

I believe it is because most of them are members of the Inner Circle and therefore Fearless.

I am not a DA expert though, so don't quote me on that!

As stated above, it is because all Dark Angels HQ choices, except Ravenwing Command Squads, Command Squads and Techmarines have the Inner Circle rule, which confers the Fearless and PE: Chaos Space Marines, making having ATSKNF a bit useless.

I'm asking because in my last game, my eldar opponent wanted to use a psyker power that said ignored fearless,

the ATSKNF rule doesn't state they model is fearless, but rather says fear has no effect.
As the power specificaly stated it ignored fearless, he could target my special characters, but not my ordinary troops, and that felt a bit faulty

The power you are thinking of is Terrify in the Telepathy table.

And yes, it's a bit squiffy that it works on the HQ's and Deathwing but not the rest of the army, but that's just the rules.

Thanks for clearing that up.

Another question, does a narthecium only counts as wargear? It kinda looks like it could be used as a power fist to

Not at all "squiffy". It represents the fact that those who know the truth (or at least, more of at) have lost the blind psycho conditioning of the normal marines - represented as ATSKNF, essentially "Faith" - and replaced it with fearless. This means they can still fall, hence terrify would operate.

It is, fluffwise, why normal chaos marines are neither fearless nor have ATSKNF. They know they can fear things, as they have seen the Warp and its power.

It is quite a neat way of showing the key difference between DA and $vanillachapter - that the DA know far, far more than they let on, and this has profound effects on their psychology.

It's only wargear. The apparatus does include a shortened chain-blade, and other sharp implements, but does not count as even a CCW. It is mostly used on prone (stationary) marines and the contents (recovered gene-seed) are far to valuable to be waving around trying to hit things in combat.

@Nos: I meant squiffy in that you'd expect Fearless to be a step-up from ATSKNF, rather than slightly more vulnerable, but thanks for the fluffy answer

On the Narthecium - I don't *believe* there's any way in the army list to actually give the Apothecary a power fist anyway. It doesn't class as a Veteran in its Command Squad so doesn't get the same options they do.
