I sold my necrons and am turning the funds into a white scars army. Here is my first go at 1500 pts.

HQ
Chapter Master (240) Artificer Armor, Eternal Shield, PW, Bike, MeltaBombs
Korsarro Khan (150) on Moondraken

Command Squad(265) Company Standard, Apothecary, Bikes, 4/SS, 4/PW

Troops
Bike Squad(135)x5, Vet Sgt, flamer, gravgun
Bike Squad(135)x5, Vet Sgt, flamer, gravgun

Fast Attack
Attack Bike Squad(135) x3, heavy bolters
Land Speeder(80) 2x Meltas
Land Speeder(80) 2x Meltas

Heavy Support
Predator(140) Lascannon, lascannon sponsons

So far I have been outflanking my two bike units, and putting everything else on the board. Ive fought two battles, the first I won hands down, and the second was a knock down drag out to the 7th round that I lost. Any suggestions?

Think about bringing a Librarian instead of Chapter Master? Or just drop him altogether at 1500pts? Bring more Bikes or some Scouts or a couple Assault squads or some deep striking Terminators or something for that instead?

Not sure about bothering with the Standard? Just take another SS/PW? Or the Champion (for the better WS), with a Grav-Pistol for giggles & let those SS make it so at least he gets there? Could consider the "shooty" version in certain circumstances but I love the idea of "super-choppy" Marine Bikers with Shields! (...what was that old cheesy 80's HBO movie about "jousting biker-knights" called?)

Maybe put an Atk Bike in with each of the Bike Troops and just run a single "hunter-killer" AtkBk Sqd? Also just pick Flamers or Grav Guns, don't mix them in the Bike Squads? Might want to deploy the Bikes rather than holding in reserves, get their "shots" on the board, move in phalanx with tanks and skimmers?

If your deploying your Skimmers, maybe try the more long range Typhoons, hang at the back with the Predators... or else deep strike your Melta ones?

This kind of list all depends on you being able to bring as much of your entire army to bear, on as small and isolated a piece of your enemies army, that you can.

at 1500 points i think 2 squads of scoring isn't going to be enough i'd aim for 4. don't be afraid to go Tacticals in rhino's they work great with white scars.

Indeed, two small scoring units at this pt level is too less. Taking down two five men bikes squads is not too difficult.
At this pt level, I'd start with one HQ. This would give you enough room for another bike squad.
