If anything, Vlad the Impaler would worship the Immortal God-Emperor because he was a devout Christian king that fought for his kingdom's very survival against the Ottomans. And because the Big E is Space Jesus, well, there you go. Sure, he did some brutal things, but you can't look through your 21st Century Lenses and judge him by our modern moral standards. It's not fair, it's wrong, and it taints history. The man defended his people against an invading horde of Turks, outnumbered and outgunned, hence his lionization today in many Eastern European areas.
Rasputin was accused of studying the "dark arts" by jealous Russian aristocrats; there's no concrete evidence to say he did. He was a quack doctor but possessed incredible charisma. If he had to have a Chaos deity, it'd be Slaanesh due to his life of excess and licentiousness. He was well-known for whoring around and engaging in some extreme behavior for his time period. That's a documented fact. And with the protection of the Czarina, he was able to get away with it all.
In keeping with your question though, the Aztecs (and their numerous neighbors) would be devotees of Khorne due to their ritualistic human sacrifices and alleged cannibalism (pick your scholar on that fact). A society that waged war not to kill but to capture, then routinely executed captured soldiers and tributary citizens to keep their Sun God appeased? Khorne.
Hitler would be a good candidate for Tzeentch due to his impossible ambition. Germany wasn't enough, nor was Lebensraum, nor was Europe, nor was the Soviet Union, nor was Africa. The man had to have it all. His charisma and ambition were key, hence, Tzeentch.
History is such a neglected subject these days. All hearsay and speculation. Bah.

Caligula would be Slaanesh, if the movie starring Malcom McDowell is any indication. As for the rest of the Caesars, probably a random assortment of the gods. Except for Gaius Julius Caesar. He's too awesome to be constrained to any one of these pitiful entities. Nor is Augustus, who lead to the age of Pax Romana.

Considering that Montezuma is a pretty good candidate for being Doombreed that's pretty much spot-on.

I completely disagree. Khorne is all about war for wars own sake, while there are a fair number of historical figures that could be categorized as "Khornate", I think you'd find that a good number of them (military figures included) would be better suited to Tzeentch.
