I keep hearing people saying that the salamanders live relatively normal lives what does this mean?

Its normal for Salamanders to go back to their original tribes and live with their normal tribesmen. If i remember correctly, they live as normal clansmen while also serve as leaders for their specific tribes. Imagine this huge astartes wearing his normal day garments/robes hammering away at an anvil making normal daily tools (shovels, hoes, pots).
Im not sure if Smurfs also practice this (i do know families trace members who make it into the Ultramarines).

interesting, also, what do you mean by "clans"?, it was my understanding that the salamander planet (cant remember names for gak) was covered in cities and factories.

Yes and no, there are a few major cities on the planet, but there's also a good chunk of the population that lives out in smaller settlements, returning to shelter in the cities during the periodic tectonic upheavals due to their sister planet coming close.
If I'm remembering correctly, originally the idea was that humanity on Nocturne was broken up into 7 major tribes, which the Salamanders mirrored by having only 7 companies. I think the fluff now is that there are 7 cities and that is what the companies are based off of.

"The Salamanders are the settlements' leaders, a source of inspiration and guidance for the Nocturne populace, and it is as much this position of authority and respect that young aspirants crave as the chance to become a legendary warrior of the Emperor."
In which light you want to take this depends how grimdark you want your 40k to be.
