So, I'm looking into starting a Dark Elf army. Apparently though, Games Workshop doesn't want my money badly enough to make a mini for Duke Sliscus. How have other Dark Eldar players circumnavigated this? Is there a "standard" spare bits recipe to yield a commonly accepted Sliscus? A really good third party miniature? I'd love to field him, but I also don't want to get accused of cheesery.

It's not hard.
Convert an archon, or similar badass model.
Mine is a converted Vlad Von Carstein model from a decade + ago.
Most of the DE hq's are missing models, as is the Voidraven Bomber. We use Razorwings as voidravens with no issue where i play, and if they don't make a model for a unit you can provide whatever you like, within reason.
Orks are in a siminlar boat with Wazdakka, Zogwort etc
As long as the fella has twin blades and a blast pistol, he's good. Adding some drug vials wouldn't hurt, either.

Welcome to the dark side. I find that winning with DE is the single most satisfying win in the game.
Considering we don't have so much as a picture of what the duke is supposed to look like, the best we can do is go off of the wargear he comes with. Start with an Archon. He fights with 2 "venom blades" and has a blast pistol. So, either pick two knife arms or one knife arm and a blast pistol in the other.
Unfortunately, finding an armored right arm with a knife it is a bit difficult. The wyche sprues have some great left handed knives, but I don't think there are any right handed ones in the kit... which just means you need to get creative on how to take an existing right arm and attach an appropriately scary blade. The warrior sprues have the pistol weapons on the right side (and those are armored) so you should be able to do a knife and a pistol easily. For a head I'd pick one of the regular heads (not a helmet) from the warrior sprue.
Vlad, from vampire counts, looks pretty cool, but I think you'd have a problem getting the right gear on it. Might be a fun challenge though. I'm considering using Konrad as a Vect model. The armor looks seriously old (like Vect) and that tongue sticking out is just awesome. However, I think I will cut the swords off and figure out a way to put a pistol in one hand and a chapter master's head in the other.
Here's an interesting conversion over on thedarkcity - http://www.thedarkcity.net/t6867-duke-sliscus-conversion?highlight=duke and this one - http://www.thedarkcity.net/t2854-duke-sliscus?highlight=duke

I was thinking about buying a Black Ark Fleetmaster and just adding a pistol to him somewhere. Think that'd fly?

Works for me.
Sweet model, and wouldn't be that hard to convert.

Deadly Dark Eldar Warrior
|
Here's mine in WIP:
He has a banner made out of some Lord Admiral's skin, so that banner is that.
I've made him using a warrior body. One of the blades is from the warrior sprue while the other is from the Wyches sprue I believe. Easy enough. It still needs a good paintjob to stand out though.

Good old Lokhir Fellheart would be another possibility. Maybe with a regular head if you don't like the mask.

There's a right handed knife arm in the Raider kit, for one of the Warriors that hangs off of the side. I've chopped the kife off and used two of the actual Venom Blade bits from the Scourge kit. Stuck them both on the standard metal Archon body (I used the arms with a non- GW mini to make my female Archon) aaand...
That's as far as I got before it got relegated to the pile of unfinished conversions due to lack of interest.

I have him also, but replaces his sword arm with a Blaster, and gave him wings. Go GO CTHULLU-Archon!
You could convert this guy also.

Do you know if the head is a separate piece or if it has to be sawed off?

I kit-bashed a Black Ark Corsair and a Kabalite Warrior to make mine. Haven't painted him yet, but he's something along the lines of this one:
