I have seen people say this rule allows them to reroll ones when shooting, however it clearly says it only applies to saves. What am I missing?!?

Yes, yes they do. Tzeentch and Nurgle aren't buddies, and Slaanesh and Khorne aren't talking, but unless the other person is running Daemons, or, in the case of the KoS, Eldar and Dark Eldar, they are simply cheating. Call them out on it!

Except hatred is applied in assault and the OP is referencing shooting.

Tzeentch also has easy access to divination which gives reroll to hit, and LoC are bs6 so hit on 2/6s
