Does The Primarch's Wrath benefit from Bolter Drill?

This seems powerful, to re-roll all ones and 1 two on 5 shots with rend and shred (assuming relentless), even if they're only S4. Is it fair play or too good to be true? Thank you! (emphasis above is mine.)

Edit: I realize now that most space marine HQ are BS5, which means that Bolter Drill, if it applied, would effectively render Master-crafted ineffective... does that imply that it's not meant to be? There are other instances where a model can have 2 rules conferring the same effect in different potencies, such as 2 different invulnerable saves. Or does none of this matter since the Primarch's Wrath isn't listed specifically in the Bolter Drill rule?

And as an addendum - Master-Crafted would only re-roll one dice, Bolter Drill would allow all the ones to be re-rolled.

Huh. I did a search for "primarch wrath bolter drill" and found nothing. Anyway thanks for pointing me in the right direction!

The search engine here is wonky. Easiest way to search is go to your favourite search engine and type "dakkadakka: waht ever you are looking for". So in this case you would search
"dakkadakka: Primarch's Wrath Bolter Drill"
