Is there a quiz or test somewhere that is the best for helping which army to play that is updated to 8th edition?

Psh, online test are terribly unreliable, and if you're going to spend hundreds of dollars on an army, it should be one you choose, not some test. You should read through the army fluff, look at the models and watch some Bat Reps to get a hang on their playstyle. That'll give you a much better idea than any test.

So who are the gun armies? Who has the warmachines? And whose soldiers are not killed by a gust of wind? Just the top 3.

Sounds like you a describing the Dwarfs. Although that is pretty much all they have....

You should before starting a army find the one that appeals to you on a astetetic level, and what army has the fluff and so on you like. Seeing how you will be spending a lot of money on it, and as for your criteria well either its Dwarfs or Empire

Find the army that appeals to your tastes then go from there, half the hobby is modeling alone.

If, like me, you are blind, aesthetics might be less important.
Ogres are pretty hard and have a superb warmachine.
Empire fit the bill well.
Dwarves are all guns and war machines, but haven't been updated yet.
All forms of Chaos can take a punch, Deamons have a good warmachine like thing.

Well, posting can be done with text to talk software. As in he can type himself, but reads the posts using text to talk. As for playing, it seems unlikely if all you see is blackness, but that's not all blindness is. If you can only see a blur, that is considered blindness aswell. You could probably play the game fine, seeing what would practically just be the outlines of models.

Might even be easier if you play larger models, such as ogres.

Sounds like you might enjoy Chaos Dwarfs.
