Why haven't the eldar changed at all over the last tens of millions of years?
Its from Xenology, so a dodgy source.
Is it just because they were created by the Old Ones?

It is possible that the Eldar have evolved, just in subtle ways. Evolution doesn't have to be big; it can be as simple as a different shade of skin.
Of course, it could be that when the Old Ones genetically engineered the Eldar from whatever critter they started off as, they stopped evolution as well. Not enough information to say either way, really.

Evolution also presumes (natural) mutation and Eldar have a very stable physiology that resist mutations.
Evolution also means that social or environmental factors make certain more desirable traits more prominent. It could be that while social and environmental selection in the Eldar Empire was set out of play it has now returned and the Dark Eldar and the Craftworld+Exodite Eldar will evolve away from each other.
Given Eldar reproductive cycles it'll take a long time for the non-Dark Eldar. Dark Eldar have already evolved (or was it engineered?) the racial trait of having extreme low-light vision.

I was under the impression that all Eldar had keen senses (because they are Elves) and that the Dark Eldar could see in the dark (because they are the Drow of 40K).

They aren't elves or drow. GW cut that connection a few editions ago. Basically every alien race has keen senses, it's just humans who don't. Whether Craftworld Eldar can see in the dark I don't know, but given how GW ties rules to fluff and not the other way around, the Craftworlders do not have Night Vision and presumably would feel very oppressed by the darkness of the Dark Eldar home city when they pay social visits. Even though they are the same race.

I was under the impression that the Dark Eldar traded away their psychic powers in exchange for night vision. Apparently, having a special trait that attracts predators is an evolutionary liability.

Well... in-universe, yes, the Eldar are no longer elves.
In reality? Hell yes, Eldar are elves. And the Dark Eldar are definitely Dark Elves. They even have pointed ears. Vulcans are elves, too, incidentally. The non-emotional, hyper-intelligent High Elves of Tolkein... in Space.
