One of the Warlord Traits available to the Xenos Inquisitor is "Xenotech Collector", which basically allows the Warlord to pick one of his ranged weapons, which "gains +1 Strength and the Rending special rule for the duration of the battle."

If I have a combi-weapon (say a combi-plasma), does the rule allow me to give +1Str / Rend to both the bolter and the plasma shot, or just one of them?

Your combi weapon is A ranged weapon, you dont use two weapon slots for it.
So +1 str/rend for the ranged weapon.

I would argue that it would apply +1 strng to all modes but since there is no static statline and no precedent I can think of...

Rending would clearly apply

According to the Warlord Trait, it states "select one of the Warlord's ranged weapons. That weapon gains +1 Strength and the Rending special rule for the duration of the battle." So it would definitely apply to a Conversion Beamer.

As stated above, it only applies to the Warlord's ranged weapon, and it would get Rending as well.
